„Live Training ”

What happens when a group of professionals are sent to a live deployment for training purposes? What if the protected person that they need to defend from attacks is a real consul with real enemies? We followed closely behind them for a day in the field to see how they react to challenges under stress…

The number of experts applying for this year’s training exceeded all expectations of the organizers; the experts arrived from different parts of the world to participate again in Budapest in the IBSSA International Special Security Training between 20-25 September 2010 in order to improve their knowledge through various professional trainings. In accordance with tradition, once again, the Adyliget Law Enforcement College hosted the SEC-tember trainings.

As the training approached, the excitement of the participants became more and more palpable, and quite a bit of happiness was also exhibited at the meeting of past SEC-tember attendees. Meanwhile there was a bit of excitement in the air associated with the secretiveness of the details of the upcoming training. As chairman of the organizing committee for the 9th time, Ms. Erika MACSÁRI took her usual place at SEC-tember. The number of foreign participants was outstanding, again, and for the first time we could welcome Canadian participants to the training. Next to the Hungarians, there were representatives from Belgium, Croatia, Canada, the Netherlands, Switzerland, Romania, Italy, Slovakia, Slovenia and Serbia!

On September 20, in the formal opening, the President of IBSSA, Prof. George POPPER welcomed the training participants, introduced the international teaching staff, and then specially welcomed Dr. Ildikó KINCSES madame police brigadier, the head of the Chief Security Department of the National Police Headquarters as representative in the ceremony of Dr. József HATALA police lieutenant general, National Chief Commissioner of Police who had undertaken the patronage of the IX. SEC-tember.

The President of IBSSA expressed appreciation of the several cases of successful and closer cooperation of the Association with other agencies in the fight against terrorism, crime and drugs. He explained that the training could not have taken place without the selfless support of active members of the Law Enforcement and Crime Prevention Institute of the Hungarian Police Department, the Adyliget Law Enforcement College, the International Training and Civilian Crisis Management Centre of the Ministry of Interior as well as of the IBSSA that have been in close cooperation with IBSSA for years!

The organizers set-up such a program this year for the purpose of ensuring the highest continuing education for the experts working in security, as body guards, trainers and educators, that - besides the overall personal protection, risk analysis and escort techniques - puts a lot of emphasis on live practices. Thus the members of the professional team – who are regular participants of the continuing educational training and who hold several special examinations and have a lot of work experience – received a special task: stepping-out of the box of theoretical education, instead of another classroom scenario, the team was sent to the field. Throughout a whole day, they had to escort a consul in a foreign country. The threat threshold of the politician was evaluated as high, as the diplomatic relation was not too good between the two countries, thus on the basis of the available data, he could have been assaulted any time, could have been attacked, furthermore even an assassination attempt could have been carried-out against him.

The advanced team that participated in the training included 12 professional members, Hungarian and Swiss experts. They had to work-out the whole day’s program’s defence plan and they were the team who escorted the protected person throughout the pre set-up programs. (The exercise actually, did not take place in Hungary).

Of course, the names of the trainers were a guarantee for the expected high quality training, as the beginners and advanced level participants could learn by close observation from such internationally recognized masters, for example Karl DELAGUERRA from the USA who was a SWAT member; or Mike CSOKE – the trainer from the Hamilton (Canada) police, head-hunter, SWAT member, too; the Israeli Rony KLUGER, who is the master of Krav-Maga. Attila KŐVÁGÓ – fire arms trainer from the Csongrád County Police and the Belgium expert, Dorian BEERENS who introduced the secrets of first aid to the participants. Furthermore, Lajos TURAI – retired explosives technician, whose expertise was proven when he retired from his duty without any injuries, as well as Zsolt PIPICZ – a personal protection trainer who prepared and conducted the practical training for the professional team. And the morning warm-up training was held by the Dutch Frank PHILIPOOM – trainer in self-defence. In the Tactical house of „BM - NOPVK”, the precautionary psychological training was lead by József VÉGH, hostage negotiator, whom Attila FARKAS and Ferenc SZEGNER, as well, IBSSA experts, assisted.

At the end of the course, the instruction exams took place. The IBSSA Educational and Qualification Committee participated.

The closing banquet was arranged for Saturday at noon together with the formal diploma award ceremony. The event was graced with the presence of Dr. Valér DÁNOS retired police brigadier, and Director of the Security and Crime Prevention Institute of the National Police Headquarters.
