Report on the Education and Qualification Department meeting 16th – 21st September 2007, Budapest / Hungary Adyliget


Law Enforcement College The Education and Qualification Department had its annual open meeting during the 6th SEC-tember Special Training Seminar of IBSSA, which was held between 16 – 21 September 2007 in Budapest / Hungary. The meeting was held in 3 parts.

Mr. Mike CSOKE (Canada) – certified police instructor
Mr. Karl DELAGUERRA (USA) – certified instructor
Dr. Bogdan VUKOSAVLJEVIC (Slovenia) – supplementary member
Mr. Attila FARKAS (Hungary) – supplementary member

Prof. George POPPER – President of IBSSA also attended some of the meetings.

1. During the first meeting, which was held before starting the course – the program of the training was finalised and all details were elaborated. As among the participants there were beginners and advanced students as well, there were different groups set up and for them – according to their present level – individually designed thematic had been applied.

2. It was decided that from the next Year if there will be enough number of candidates, the course for beginners and advanced level will be organised separately. It was proposed that those courses must include the whole weekend and they must have opening meeting on the arrival day during the evening, then a 3-day training, and the last day examinations, qualifications and maybe demonstration plus the closing ceremony in the afternoon. This system will allow us to build up a more professional educational system for all IBSSA Members.

3. The content of the course is the exclusive responsibility of the E & Q Department.

4. The participants of the meeting proposed the Board of Directors to enlarge the Department with new members in order to assure the high level smooth work of the department.

Mr. Attila FARKAS (Hungary)

It was also agreed that it is necessary to appoint a secretary to the Chairman so as to support his activities.
The proposed person is Mr. Tibor ZUBONYAI (Hungary).

5. Concerning the 7th SEC-tember it was decided last year that in order to have continuous development – based on the last seminars – and that the major concept of the course is the VIP Protection and general security matters – the main subject will be: all obstacles of outside the object.

The three years program is:
2007 – SEC-tember dealt with the Security officers work within a building
2008 – SEC-tember will deal with all obstacles of outside the object
2009 – SEC-tember will deal with the complex of inside outside mass event.

6. It was underlined that with the new larger department it will be easier in the future to assure the enforce IBSSA rules during trainings and events. (At any official event a minimum of two members from different countries must be present.)

7. In the future to hold an official EQ Department meeting – minimum 3 members must be present.
