On the occasion of the Anniversary of the Hungarian Revolution in 1956 an official commission and advancement ceremony took place on the 27th October 2004. Prof. Dr. Béla KIRÁLY - ret. colonel-general, Historic Supreme Commander of the Hungarian Civil Guard promoted and nominated Prof. George POPPER, GCKM - President of IBSSA to major-general of the Hungarian Civil Guard.

Further nominations:

1. Dr. István ELEK - Honorary Member of IBSSA was promoted to civil guard brigadier-general
2. Dr. Róbert HORVÁTH - Full member of IBSSA was promoted to civil guard brigadier-general
3. Lady Chiara RIVETTI was promoted to colonel of the Hungarian Civil Guard

The official Advancement documents were handed over to the candidates by Dr. László CSEREKLEI civil guard lieutenant-general during the ceremonial event and reception organised in the centre of the Elek Honorary Foundation.
